The concepts, features, functions and methods of evaluation about English teaching environment are introduced. Nine Elements of college English teaching environment and its impact on students and college English teaching effectiveness are analyzed. This paper analyses and probes into the great significance for improvement of the teaching quality by the application of the student-centered & topic-based teaching approach and its related researches. The pattern is successful in stimulating the learners study enthusiasm which is favorable to the teaching reform.
