A complicated problem faced by organizations is how to balance their potential opportunity costs against the expense of securing their IT infrastructure (preventative defensive measures). The primary goal of this paper is to minimize the costs when we implement preventive defensive measures in a new university campus or enterprise. On the basic assumption that the opportunity costs function are all inverse proportion functions, and with our introduction of 0-1 variables to represent different defensive measure, we constructed an non-linear, restricted optimal model (see formula (10)) to obtain a minimum costs. With the help of the mathematic software LINGO we got the minimum costs and determined the corresponding politic and technical defensive measures.
