Two-dimensional and three-dimensional turbulence have different properties. The entire issue of the large scale dynamics is still a matter of some controversy. In this paper, we developed a simple model for large scale dynamics of free decay two-dimensional turbulence based on the statistical solution of Navier-Stokes equation.
