This paper proposed a revised disaster management plan for the vessels based on Global Maritime Distress and Safety System (GMDSS). This plan addresses the flawless communication for the vessels in emergency and distress. GMDSS comprises of complex systems resulting in high equipment cost, operational complexity and high false alert rate which compromised the maritime safety. The proposed plan guarantees the eradication of the flaws of GMDSS by removal of unnecessary features, standardization of the emergency communication result in communication among all ships and offshore. Digital Selective Calling (DSC) is the black sheep of GMDSS and is replaced by satellite phone or GSM protocol for terrestrial communication. Unmanned aerial vehicle (UAV) is equipped with system that ensures assistance in navigation and monitoring the sea traffic; it also provides the backbone network for GSM communication. The objective of this paper is to discuss the current flaws of GMDSS and to present methods to resolve them.
