In order to promote research on tropospheric zenith delay of GNSS signals in local regions, in this paper, we firstly study the actually meteorological data of Harbin from National Meteorological Administration, and obtain the layered exponential model as the atmospheric refractive index model via the least square fitting, and thereby establish a new zenith delay model which is just relevant to the temperature of the observation station. The newly created model can better reflect the zenith delay conditions in Harbin. Not only can it give better correction than Hopfield model and Saastamoinen model, but also more convenient than these two models considering the complexity of application.
