Ideal dielectrics can experience electromagnetic force although there are no real currents, charges and losses in them. Based on equivalence principle, we consider the electromagnetic force as the results of interaction among the electromagnetic waves, equivalent electric currents and magnetic currents. Our analysis shows that Minkowski form of electromagnetic momentum is supported by equivalence principle.
