In this paper, multiple traffic equilibrium with both competition and cooperation behaviors in stochastic environments is concentrated. Three different types of players, including Stochastic User Equilibrium (SUE) player, Stochastic System Optimum (SSO) player and Stochastic Cournot-Nash (SCN) player are simultaneously considered when the players are presumed to make routing decision with other players' perceptions of travel times. By formulating the stochastic multiple equilibrium as Variational Inequalities (VI), the multiple routing behaviors on urban networks is analyzed. Diagonalization technique is adopted to solve the VI problem arisen form the multiple traffic equilibrium model. And numerical examples are included to demonstrate the proposed models.
