This paper explores the American, Australian and British scholars’ thought and theories about Assessment of Student Learning Outcomes (SLO). Synthesizing their theories and previous researches, the Author introduces the general concept about the Assessment of SLO, the conduct of an assessment and its prospective beneficiaries. Though Assessment of SLO may be problematic due to its inherent shortcomings, there is a shift of Assessment of SLO to Assessment of Educational Quality. To avoid problematic Assessment of Educational Quality, it worth a further study on the fairness, reliability and validity of educational research on Assessment of SLLO and Educational Quality.
