To generate a passage is to construct its corresponding coherent context system, and to comprehend it is to restore its coherent context system. With the theoretical assumption “meaning is a cognitive relation”, the paper examines meaning, language meaning, coherence property of meaning in an analytic way，and finally arrives at the essential nature of discourse: coherent context system, and thus, its arguing combines cognitive science with linguistics and integrates such concepts as meaning, context, discourse, coherence in coherent context system .
