In large software system, components depend on each other and should not be evaluated individually. The proposed methods for single COTS selection don’t fit multiple COTS selection well. This paper proposes a multiple COTS selection process based on extension of a proven system decomposition technique FCD. During the process of decomposition, local requirements and crosscutting requirements are identified. Local requirements are allocated into modules as local evaluation criteria for candidates COTS while crosscutting requirements are considered in global selection. Our process supports requirements adaptation to capabilities inherent in COTS products and takes into consideration varying granularity of COTS as well. The global selection is described as a nonlinearly constrained optimization problem with the purpose of determining an optimal combination of COTS products with maximal global fitness under certain constraints.
