Title: The study of the housing land price based on the system dynamics
Authors: LI Jingjing, ZHANG Shaoliang, GONG Yunlong
PP: 986-991
Abstract: In order to explore the mechanism and reasonable interval of urban housing land price, and find the key factors which influence the market price, accurately predict the trend of its development, the paper has constructed the system dynamics model of the urban housing land price from the theory point, which includes four subsystems, namely the urban population, social economy, land demand and land supply, and researches the dynamics equation and test method of each subsystem, which sets the stage for the further study. The system dynamics can continue to promote application: 1) the trend simulation of land market; 2) the land policy research and policy analysis; 3) the mechanism research of the price system.

Title: Logical possibility and scientific innovation
Authors: YE Xinghao
PP: 959-968
Abstract: To seek the way of scientific innovation with the method of history and logic, typical cases of scientific development in mathematics and physics are investigated, an important approach to new science through logical possibility is revealed. Two key patterns of theoretic innovation are analyzed in principle: one is logical opposite extrapolation; the other is logical branch extrapolation. Compared briefly with the concepts of falsification, paradigm, scientific revolution and research programmes, it is found that the logically possible extrapolation deals directly with the foundations of a theory, and therefore represents the essence of scientific innovation. As an application, some logic possibilities which may bloom in future physics are audaciously explored.

Title: Study on influence of MEI on non-public offering in listed companies
Authors: LI Bingxiang, LIU Fengli
PP: 949-958
Abstract: This paper takes companies taking non-public offering and public offering financing in A-share markets of Shanghai and Shenzhen stock markets from January 2008 to July 2010 as samples, takes managerial entrenchment of manager as the main hypothesis, analyzes that the factors the companies should consider for choosing public or non-public offering by building indicators influencing the managerial entrenchment of manager, and forecasts the probability that the companies choose non-public offering under the influence of above indicators by using Logistic regression models. Finally, the paper makes statistics of managerial entrenchment index (MEI) towards the managers of the companies choosing non-public offering, selects the companies with indexes higher than a certain level, analyzes the offering objects, and determines the influences of managerial entrenchment of manager on selection of non-public offering objects. The research shows that listed companies with a high degree of managerial entrenchment of manager prefers to non-public offering, and are more willing to offer institutional investors and major shareholders.

Title: Research on evaluation system of high-technology project introduction investment
Authors: ZHANG Baosheng, GUO Qijiang
PP: 942-948
Abstract: Firstly, it built the comprehensive evaluation index system that includes technical capability, industrialization expectation, commercial operation and support system in four dimensions. On these bases, various indicators were developed for five-grade evaluation standard, and the index system’s weight was determined. Finally, it constructed assessment model and method based on fuzzy comprehensive evaluation and discussed the introduction standard. The paper established a high-technology introduction project’s assessment framework, and provides guidance for technology transfer and incubation center and risk investment institution’s related work.

Title: International comparison study on government management of science and technology under the background of global technical barriers
Authors: LI Siqi, HE Haiyan
PP: 933-941
Abstract: As the globalization of science and technology, economy and international trade are accelerating; the ties between technology and trade become increasingly closer. The technical barriers triggered by the improvements of product technical standards and quality requirements are profoundly affecting the world economy and trade pattern, putting forward higher requirements for Chinese government to implement management of science and technology. This paper puts emphasis on the United States, Japan, India and Brazil, analyzing and comparing the features and key areas of developed and typical developing countries’ science and technology management, and summarizing the characteristics and trends of foreign science and technology management, in order to offer suggestions for our government’s science and technology management under the background of technical barriers.

Title: Evaluation of technological innovation policy in Shaanxi province
Authors: CHEN Bingbing,YANG Wenpeng
PP: 923-932
Abstract: The evaluation index system and evaluation model of innovative effect are established by selecting 28 indicators, from five dimensions, such as input, platform, output and so on. The index membership is obtained by fuzzy set theory, and the weight of each indicator is determined by the use of combination weighting method. Based on the statistics of Shaanxi Province and the other 29 provinces in the year 2010, the effect of the implementation of 20 innovation policy in Shaanxi Province is analyzed. The result shows that the overall effect of the implementation of innovation policy in Shaanxi Province is obvious, the input of innovation is large and the output of science and technology is significant. However, the platform for innovation in Shaanxi doesn’t play an obvious role, also, the innovation doesn’t play a prominent role in promoting economy.

Title: Comparative analysis of two fusion manners of SA-BP
Authors: YU Shiwei, ZHU Kejun
PP: 919-922
Abstract: In this paper, the performance of two kinds of algorithm fusion manners, first error back propagation (BP) then simulated annealing (SA)(SA-BP Ⅰ)and first SA then BP(SA-BP Ⅱ), are compared. The simulated study of two manners’ performance is implemented by approximating a nonlinear function with same parameters setting. The results show that SA-BP Ⅱ has better accuracy and robustness.

Title: Research on the internal capital market and related-party capital expropriation in China
Authors: REN Ying, WANG Changfeng
PP: 909-918
Abstract: This paper aims at investigating the relation between the internal capital market and related-party capital expropriation in China. In this paper, the affiliated enterprises of listed companies are divided into three groups: upper controlling firms, subsidiaries and others. Based on the descriptive statistics of the ending balances for receivables and payables with the three groups respectively, the author analyzes the relation between capital expropriation and pyramid layers and/or the number of subsidiaries using multivariable regression analysis, and finds out that the more the pyramid layers, the more capital allocation in upper controlling firms, but there’s no relationship between capital allocation and subsidiary numbers.
