With the rapid economic growth, the situation of research and development on science and technology in China inland is quickly changing. This paper introduces these change trends occurring in China and explains the background of new policy of Chinese administration. Briefly, The research fund has being increased 14-17% each year in the past decade, double higher than average GDP increase rate, which was measured as ratio of 1.3% of total GDP in 2004. These funds were conducted through the national programs including the National Natural Science Foundation of China (NSFC), 973 Program and 863 Hitech Program and so on. Chinese research programs on ceramic materials mostly supported the scale-up process of industrial product in the past decade but new programs in the coming next five year would supports the materials technologies related energy saving, resource renewing and environmental protection. In order to enhance the understanding and international exchange convenience, this paper also illustrated the financial support system, managing ministries, research facilities and major research organizations on ceramic materials research. The State Key Laboratory of New Ceramics and Fine Processing in Tsinghua University as one of the representative bases of advanced ceramic sector shows intensive interests on research of functional, structural ceramic and ceramic composite design. Finally the recent progresses on precise control of structure of ceramic materials in nanoscale in the lab were mentioned.
