The SEIR epidemic model studied here includes incorporates constant recruitment,
disease-caused death and disease latency. The incidence term is of the saturating contact
rate form. A threshold R0 is identified which determineds the outcome of the disease; if R0 <=1, the
disease-free equilibrium is globally stable and disease dies out, while if R0 > 1, a unique endemic
equilibrium is globally asymptotically stable in the interior of the feasible region and the disease
will persist at the endemic equilibrium if it is initially present.
