The aim of this paper is to suggest a vacuum fluctuations based model of photons and electrons. In doing this, three postulates of vacuum fluctuations are proposed first, which is consonant with the basic premises of relativity and quantum mechanics. As applications, the model is used to analyze the Compton effect and the electron-positron annihilation. It is found that calculations are simple, and the physical meaning is clear. Also, the spin of photons and electrons is discussed in a preliminary way.
