This paper reviews the 560+ years’ history of program evaluation and educational quality assurance. It surfaces four conventional approaches to educational assessment and four classical approaches to program evaluation. It appears that either conventional or classical approaches to program evaluation for educational quality assurance have pros and cons in their application. Finally, historical review discloses that program evaluation for quality assurance is not a recent phenomenon. However, it is still new to mainland China and may take a long way and time to develop for the education industry particularly in the sector of management education.
