Cognitive radio (CR) makes it possible for a secondary user to access a spectrum unoccupied by primary users. This paper studies the problem of finding an optimal sub-carrier allocation algorithm for multiple secondary users in an OFDMA-based cell network like LTE. The algorithm we proposed will not allow frequency overlap with other cells in the same CR cluster under condition that the interference from the adjacent cell exists. Graph theory is introduced for achieving optimal performance. And the simulation result is given at the end, which shows satisfying results.
