As one of the most widespread used applications, streaming video services' user subjective quality perception has gained plenty of attentions by service providers. In this paper, a no-reference evaluation model was established to predict users' Quality of Experience (QoE) on streaming videos considering spatial-temporal characteristic based on Human Visual System. Our proposed model was achieved by taking into account both encoding compression impairment and network packet loss quality degradation, and had a good adaptability to different video sequences. The Pearson Correlation Coefficient between Mean Opinion Score (MOS) and Estimated QoE score is as high as 0.966 and the Root Mean Square Error of them is 0.289. Therefore, our QoE assessment model has a great accuracy on predicting users' quality perception of streaming videos.
