The position fusion of ground targets is required for forming a correct enemy situation map when a certain target is observed by a Mobile Ground Scouting System (MGSS) several times or by several MGSSs. Position error of target is the basis of fusion. The measuring model of fix ground target has been founded under the geodetic rectangular coordinates by analyzing the process of MGSS determining position of target. The theoretic distributing rule of coordinate errors is deduced according to the transfer course of errors and approximated to the normal distribution based on analyzing components of errors. The simulation has proved that the approximation of distribution rule is practicable. Fusion rule of fixed ground target has been established through selecting shape and calculating size of fusion gate.
