This paper introduced information theoretic entropy into game theory, and presented the notion of strategic entropy. Based on strategic entropy, we proved that maximum strategic entropy is the enough and necessary condition of Nash Equilibria. The basic theorem provided the new method of achieving and refining Nash Equilibria.
